Digital Driving License

It’s an electronic version of your physical driving license that is legally valid across the country. You no longer need to carry your physical card or paper document because you have the digital version on your smartphone.

How to Get Your Digital Driving License:

You can access and store your digital driving license through official government applications:

DigiLocker:

• Download the DigiLocker app (available for Android and iOS) or visit the Digilocker website.
• Sign up/log in using your Aadhaar number or mobile number.
• In “Ministry of Road Transport and Highways” section search for “Driving License”.
• Enter your driving license number, and it will fetch your digital DL, which is then stored in your “Issued Documents” section.

mParivahan App:

This app is launched by Ministry of Road Transport and Highways (MoRTH).

How to use: Download the mParivahan app. After creating an account, you can create a “Virtual DL” by entering your driving license number and date of birth.

Benefits of Having a Digital Driving License:

• Convenience (No More Physical Cards!): You don’t need to worry about forgetting, losing, or damaging your physical driving license. Your phone is usually always with you, so your DL is too.
• Legally Valid: The digital driving license accessed through DigiLocker or mParivahan. So, if a traffic police officer asks for your license, you can show them the digital version on your phone.
• Real-time Updates: Any changes or updates to your driving license (like renewals) are reflected in the digital version almost instantly.

Two Main Licenses: Learner’s and Permanent

In India, anyone planning to drive must go through a two-stage licensing system. The process begins with a Learner’s License and is followed by a Permanent Driving License, ensuring that drivers gain proper knowledge and experience before being allowed to drive independently on the road.

1. Learner’s License (LL)

It’s a temporary license that allows you to learn and practice driving under conditions.

• Purpose: It’s basically a learner’s permit—it allows you to drive, but only under supervision, not on your own..
• Eligibility:
  • Generally, you need to be at least 16 years old for motorcycles without gear (up to 50cc).
  • For motorcycles with gear and light motor vehicles (like cars), you need to be at least 18 years old.
  • You’ll also need to know basic traffic rules and road signs.
• How you get it: You typically have to pass a written or online test that checks your knowledge of road safety, traffic rules, and signs.
• Conditions for Driving with an LL:
  • You must be accompanied by someone who holds a valid permanent driving license for the same category of vehicle. That person should be seated in a position where they can control or stop the vehicle, such as the passenger seat in a car.
  • The vehicle you’re driving must have a clear “L” symbol (for “Learner”) displayed on both the front and rear, in red on a white background, indicating that a learner is driving.
  • You cannot carry any other passengers on a two-wheeler (except the instructor, if applicable).
• Validity: A Learner’s License is usually valid for six months. During this period, you are expected to practice and improve your driving skills.
• Waiting Period: You can apply for a Permanent Driving License at least 30 days after getting your Learner’s License. This waiting period ensures you get enough practice.

2. Permanent Driving License (DL)

This is the ultimate goal. After learning to drive and demonstrating your skills, you can apply for a Permanent Driving License, which lets you drive independently for the specified vehicle class.

No restrictions apply once you receive a Permanent DL—you can drive on your own without an “L” plate or a supervising driver (unless you’re teaching someone else).

Purpose: It’s your official certification that you are competent and authorized to drive on public roads.

Eligibility:

You must have held a valid Learner’s License for at least 30 days (but no more than 180 days).

You must be at least 18 years old for non-commercial vehicles. For commercial vehicles, the age requirement is generally 20 years or more, and often includes educational qualifications.

How you get it: The most important step is clearing the practical driving test conducted at the RTO. This test evaluates your real-world driving skills, how well you follow traffic rules, and your overall road sense.

Validity: A Permanent Driving License for private vehicles is generally issued for up to 20 years or until the license holder reaches 40 years of age, whichever comes earlier. After this period, renewal is required. For senior citizens and holders of commercial driving licenses, the validity is usually shorter, such as 10 years initially, followed by 5 years or even 3 years in the case of commercial licenses.

You need following things to eligible for a driving license:

1. Age is Key:

• For a Learner’s License:
  • If you want to drive a motorcycle without gears (like a scooter up to 50cc), you need to be at least 16 years old. If you’re under 18, you’ll also need consent from your parent or guardian.
  • You must be at least 18 years old for motorcycles with gears (above 50cc) and Light Motor Vehicles (like cars).
  • For commercial vehicles, the minimum age is generally 20 years (though it might be 18 in some states).
• For a Permanent Driving License:
  • You need to be at least 18 years old for private vehicles (cars, bikes).
  • You must have held a valid Learner’s License for at least 30 days but no more than 180 days (6 months).

2. Knowledge is Power:

You should have a good understanding of traffic rules and road signs. To get a Learner’s License, you’ll need to pass a test that checks this knowledge.

3. Fitness Matters:

You must be in good physical and mental health to drive safely. In certain cases—such as driving commercial vehicles or reaching a specific age limit (usually 40 or 50)—a doctor’s medical certificate may be required.

4. Documents

While the exact list can vary slightly by state, generally, you’ll need:

• Medical Certificate (Form 1 and 1A), especially if you’re applying for a commercial vehicle license or are over a certain age.
• Proof of Age: Birth Certificate, School Leaving Certificate, PAN Card, Passport, etc.
• Proof of Address (Permanent & Current): Aadhaar Card, Passport, Voter ID, Utility Bills (electricity, gas, water), Ration Card, Rental Agreement, etc.
• Proof of Identity: Aadhaar Card, PAN Card, Passport, Voter ID.
• Application Form: Duly filled Form 2 for Learner’s License and Form 4 for Permanent License.

How to Apply for a Driving License

In India, obtaining a driving license involves two main stages. You must first apply for a Learner’s License (LL). After gaining sufficient driving practice, you can then apply for a Permanent Driving License (DL). Today, most of these steps can be completed online through the Parivahan Sewa portal, making the process faster and more convenient.

Below is a simple step-by-step guide to help you apply.

Step 1: Applying for a Learner’s License (LL)

This is your initial permit to learn how to drive.

Online Application Process:

1. Visit the Parivahan Sewa Website:

• Visit to sarathi.parivahan.gov.in.
• Select your state from the list.

• Go to “Learner’s License” menu and click on “Application for New Learner’s License.”

• Fill the online application form (Form 2) with personal details, address and the class of vehicle you want to learn to drive.
• Upload Documents: You’ll need to upload scanned copies of your required documents.
  • Proof of Age: Birth Certificate, PAN Card, Passport, Class 10th Mark Sheet, School Leaving Certificate.
  • Proof of Address: Aadhaar Card, Passport, Voter ID, Utility Bills (electricity, gas, water) in your name, Ration Card, Rental Agreement.
  • Proof of Identity: Aadhaar Card, PAN Card, Passport, Voter ID.
  • Passport-sized Photographs: Usually 2-3 recent photos.
  • Form 1 (Self-declaration of physical fitness): You might need a medical certificate (Form 1A) from a registered medical practitioner.
• Pay Fee: Through the payment method (Net banking, UPI, Debit/Credit Card) pay the application fee online. Fees depend on vehicle class Learner’s License fee is ₹150 , plus a ₹50 test fee.
• Book Slot for LL Test: After paying fee, book a slot for Learner’s License test.

• Appear for the LL Test: On the scheduled date and time, go to RTO.
  • The test based on Multiple Choice Question (MCQ) on road signs and traffic rules. You need percentage (often 60% or more) to pass.
  • Some states allow you to take this test online.
• Receive Your Learner’s License: If test is passed, your Learner’s License will be issued. You can download it.

Step 2: Applying for a Permanent Driving License (DL)

If you have a Learner’s License you can apply for a Permanent Driving License. After 30 days of LL apply for DL within 6 months of your LL issuance.

Online Application Process:

• Parivahan Sewa Portal: Visit to  https://sarathi.parivahan.gov.in/ and choose your state.
• Go to “Driving License”: See for “Driving License” services and click on “Apply for Driving License (DL).”
• Enter LL Details: Enter your Learner’s License number and date of birth.
• Fill Application Form: Fill the online application form (Form 4).
• Upload Documents: Upload the scan documents:
  • Your valid Learner’s License (original).
  • Proof of Age, Address, and Identity (same as for LL, if not already linked).
  • Passport-sized Photograph.
  • Medical Certificate (Form 1A), if applicable (for applicants aged 40+ or for commercial licenses).
• Pay the Fee: Pay the fee online Permanent Driving License is ₹200, plus a ₹300 (these fees can vary by state).
• Book Slot for DL Test: Book a Slot for your driving test at RTO.
• Appear for the DL Test at RTO:
  • On scheduled date, go to RTO with your original Learner’s License, application receipt , or original documents you uploaded.
  • You must bring the correct vehicle for which you are applying for the license (e.g., a two-wheeler for a bike license, a car for a car license).
  • The Motor Vehicle Inspector will assess your driving skills on a designated track (e.g., 8-figure for two-wheelers, H or T-shape for four-wheelers).
• Receive Your Permanent Driving License: If you pass the test, your Permanent Driving License is issued and sent to your registered address within few weeks. You can re-apply in 7 days if you are fail.

How to Check Your Driving License Application Status

Through Parivahan Sewa Portal you can easily track your application status online. Follow these steps to check your status online:

1. Visit the Official Parivahan Sewa Portal
   • Open your browser and go to official  driving license services: sarathi.parivahan.gov.in.
2. Go to the “Application Status” Section
   • Look for the section labeled Application Status to track your application progress.

3. Enter Your Details
   • Your Application Number.
   • Your Date of Birth (in the specified format, usually DD-MM-YYYY).
   • The Captcha Code (type the characters you see in the image)
4. Check Your Status
   • Click Submit or Check Status.
   • Your driving license application status will be displayed on the screen.

What the Status Mean:

The message tell the application status. Here are some common status messages:

• Under Process / Pending at RTO: Your application is under process by the Regional Transport Office.
• Application Approved: Your application is approved and license is on printing stage.
• License Printed: Your License card is printed.
• License Dispatched: Your license is sent to your registred address. You can track it by number.
• License Delivered: Your license has reached you!
• Rejected / Returned with Defects: Your application is rejected due to missing documents, incorrect information or issues.

When to Renew Your Driving License

Your Permanent Driving License validity depends on few factors:

• For Private Vehicles (Cars, Bikes, etc.):
  • If you got your license before you turned 30 years old, it’s generally valid until you reach 40 years of age, or for 20 years, whichever comes earlier.
  • If you got it between 30 and 50 years old, it’s usually valid for 10 years.
  • If you got it after 50 years old, it’s typically valid for 5 years.
• For Commercial Vehicles:
  • These licenses usually have a shorter validity, often 3 to 5 years, and sometimes require additional training certificates for renewal.

You can apply for a renewal up to one year before its expiry date. In 30 days of license expires you can renew without paying penalty.

Documents You’ll Generally Need for Renewal

1. Original Driving License: The expired or soon-to-expire physical license.
2. Application Form 9: This is the application form for driving license renewal. You can usually download it from the Parivahan Sewa website.
3. Proof of Age: A document like your Birth Certificate, PAN Card, or Passport.
4. Proof of Address: A document like your Aadhaar Card, Passport, Voter ID, or utility bill.
5. Recent Passport-sized Photographs: Usually 2-3 copies.
6. Medical Certificate (Form 1A) and Self-Declaration (Form 1):
   • Form 1 (Self-declaration of physical fitness): You’ll declare your physical fitness to drive.
   • Form 1A (Medical Certificate): This is required if you are 40 years of age or older or if you hold a commercial driving license. This certificate must be obtained from a registered medical practitioner.
7. No Objection Certificate (NOC): If your current address is different from the address on your original license, or if you are applying for renewal in a different state from where your original license was issued, you might need an NOC from the RTO that issued your original license.

How to Renew Your Driving License Online (via Parivahan Sewa)

• Go to the Parivahan Sewa Portal: Visit https://sarathi.parivahan.gov.in/.
• Select Your State: Choose your state where your license is registered.
• Find “DL Renewal” services: Go to “Driving License” services and then select “Apply for DL Renewal” or “Services on Driving License (Renewal/Duplicate/Others).”

• Enter your Details: Enter your old Driving License number and Date of Birth. Click “Get DL Details”.

• Confirm Details and Proceed: Verify your details and click “Proceed”.
• Select “DL Renewal” Option: You can see different services select “DL Renewal.”
• Fill Remaining Application Details: Complete your remaining application form.
• Upload Documents & Photo/Signature: Upload the documents, aith your passport-sized photograph and digital signature.
• Pay the Renewal Fee: Pay the required fee online:
  • The basic renewal fee is usually ₹200.
  • If you apply after the 30-day grace period, there’s an additional fee of ₹300 and a penalty of ₹1000 for each year (or part thereof) of delay after the grace period.
• Book an Appointment (if required): Book a slot for document verification or biometric capture.
• Visit the RTO (if required): If an appointment was booked, go to RTO on the scheduled sate with your original documents.
• Receive Your Renewed License: After successful verification, your renewed Driving License will be send to registered address.
